One login counts as one account
Connecting a Google account brings in every calendar inside it, and that is one linked account. Two Google logins are two accounts, even if you only want one calendar from each.
Before removing anything, check whether the calendar you want is already inside an account you linked earlier. It often is.
Sending events both ways uses two connections
Sending one calendar into two others is two connections. A pair of calendars copying to each other is also two. One pair like that plus a single extra direction fills the Free plan exactly.
If you are over, ask whether every direction earns its place. Seeing your work day in your personal calendar takes one connection. Copying the other way as well only matters if you create work events in the personal calendar.
One shareable link frees up several connections

Pro has no limits, so a refusal there is something else. Either the account lost access at Google or Outlook, or the calendar cannot receive events.
